The sill traps the water in the harbor during low tide so that the boats at the dock continue to float. The tide meter stick measures the tide height. Each red and white line represents a meter in height, approximately three feet. Notice that the boats outside the sill are grounded at low tide. During high tide the entire meter stick is covered!
